I agree that many times you see tweets from people who are trying to rack up numbers of followers and they are missing the point entirely. What I find difficult is not following nice people who decide to follow me but who tweet about things that just don't interest me or who are simply commercial endeavor tweeters. I always thank them for the follow, but then just don't follow back. Makes me feel guilty.
